The 50th Anniversary of the Normalization of China-Japan Diplomatic Relations:

Retrospect and Prospect

    Reviewing the 50-year history of the normalization of Sino-Japanese diplomatic relations has important historical and practical significance. The normalization of diplomatic relations between China and Japan was inseparable from the foresight and wise efforts of the leaders of the two countries. Facing the complicated international situation, they overcame numerous obstacles and difficulties, exerted political wisdom for the happiness of people of the two countries and world peace, and made wise decisions together with courage. It is also an irresistible trend for the people of China and Japan to promote the development of Sino-Japanese relations. In the 50 years since China and Japan resumed diplomatic relations, China has made impressive progress, and Japan´s political ecology has also undergone many changes. How to continue to develop China-Japan friendly cooperative relations under the new situation is a common issue facing the two countries. To develop Sino-Japanese relations, we must abide by the principles established in the four political documents, hold high the banner of win-win cooperation, promote practical cooperation in various fields, enhance the friendship between the people of the two countries, and strengthen cultural and educational exchanges, especially  between the younger generation, and strive to build a China-Japan relationship that meets the requirements of the new era.

 


Knowledge Pursue and Disciplinary Establishment in the Promotion of Area Studies Disciplines in China

    With the rapid increase of China´s national strength and the expansion of its international influence, China faces the urgent need to understand the external world more accurately, and in this context, the discipline of area studies has emerged. China has a long tradition of emphasizing regional and country studies, and the research in this area is prosperous, but the disciplinary construction of area studies is obviously lagging behind. As an interdisciplinary discipline, area studies faces some special challenges in the process of development. The paper discusses whether to pursue holistic or specialized knowledge, special or generalized knowledge, and the disciplinary establishment of area studies in the universities. The paper argues thatarea studies needs to form its own basic theoretical clusters, major research paradigms and related middle-level theories as soon as possible, so as to enhance researchers´ sense of disciplinary affiliation. The progress of area studies in China in terms of knowledge exploration, social services, and talent training should be promoted through disciplinary construction of area studies.

 


Strategic Objectives, Basic Limits and Paths of China´s Sea Power Development

    China has grown into a“global power”and is rapidly moving towards the center of the world stage, which has become the consensus of all circles at home and abroad. In order to ensure national security, promote economic and social development and implement its own will abroad, China must further strengthen the construction of sea power. It is necessary for China to fully consider the long-term goals of the sea power strategy, in order to promote cross-strait reunification, ensure overseas interests, and maintain the stability of the international system through the construction of sea power. The development of China´s sea power has its own characteristics and advantages. It should not take the United States, the country with the most powerful sea power, as the only reference. It will not repeat the development path of the unlimited expansion of British and American sea power, nor should it be limited to innate geographical conditions. The development of China´s sea power should be limited by the estimation of the development of national strength. In order to realize the long-term goal of building sea power, China must strengthen its naval power, enhance foreign security cooperation and foreign economic cooperation, and help the global maritime order to move towards justice, rationality, security and stability in the turbulent international environment.

 


A Study of the Evolution of American Sea Power Theory and the Concept of“Distributed Lethality”

    The United States is the hegemonic country in the current international system and the largest maritime country. The founding stage of the development of her sea power theory is marked by the birth of Mahan´s theory of sea power. The landmark theory of the second stage is Lehman´s theory of Command of the seas. The third stage, marked by the strategic transformation of the US Navy, is the development and evolution of sea power theory in the age of information warfare. The first stage of the U.S Navy´s strategic transformation is represented by the operational concept embodied in the report“From the Sea: Preparing the Naval Service for the 21st Century”, focusing on the use of sea dominance.The second stage is based on“Distributed Lethality”concept, showing that the United States’sea power theory has returned to its emphasis on seizing sea power.This new stage of the U.S Navy´s strategic transformation represented by“Distributed Lethality”focuses on the application of new technologies, the purpose of serving Great-Power competition, and the deployment of surface ships in combats. The promotion of this“Distributed Lethality” concept has worsened the relations between major powers, intensified the contradiction between sea power in the geopolitical fields, and increased the difficulty of anti-intervention operations. In this regard, China should strengthen electronic warfare capabilities and improve the anti-ship combat abilities.

 


An Analysis of the Strategic Behavior of the AUKUS and Weakening ASEAN´s Centrality

    The United States, Britain and Australia have established an offensive trilateral security partnership, which not only seriously threatens the international and regional nuclear security order, but also severely challenges the centrality of ASEAN in the regional multilateral architecture. The U.S struggles to maintain its leadership in the Indo-Pacific region, betraying its commitment to respect the centrality of ASEAN. The AUKUS has weakened the efficiency of regional multilateral security mechanisms, eroded the foundation of ASEAN´s centrality, and lessened ASEAN´s ability to shape the“Indo-Pacific”regional order. ASEAN member states try to accommodate and eliminate their negative effects by adhering to their own normative principles, though there are differences among them. The AUKUS and ASEAN can´t adapt to each other, and it is difficult for them to shape convergences and reach consensuses on many security issues. ASEAN should maintain its strategic focus and take collective actions to dilute the challenges from the AUKUS.

 


U.S -China Rivalry in Taiwan Strait: Risk Variables and Crisis Management

    In recent years, the United States has continued to indulge the forces that support“Taiwan independence”and hyped up  Mainland China´s“military pressure”on Taiwan, which caused high tension in the Taiwan Strait. The Biden Administration has not changed the Trump Administration´s strategy of“using Taiwan to contain China”, but“doubled the bets”on the basis of inheriting the“legacy”of his predecessor´s many Taiwan-related policies, and increasingly hollowed out the one-China policy through“salami slicing tactics”The U.S  has also strengthened its links with its allies on the Taiwan issue, vigorously engaged in the linkage of the East and South China Sea, which even further escalated after the outbreak of the Russia-Ukraine conflict.Amid the promotion of the U.S ´s comprehensive strategic competition with China, Taiwan authorities may take more actions to seek“Taiwan independence”by colluding with external forces, and the U.S will engage in“playing more little tricks”on Taiwan-related issues. Henceforth, the risk variables in the Taiwan Strait are likely to increase, the probability of“conflict incidents”between the U.S and China will also continue to climb. It is necessary for China and the U.S to negotiate and jointly promote cooperation on confidence building measures as well as crisis management at the“strategic”and“technical”levels.



The Autonomy-Dependency Dilemma and Australia´s Maritime Strategy Adjustment

    The autonomy-dependency dilemma became one of the key characteristics of Australia´s maritime strategy development. One the one hand, the perception of regional security threats determines that Australia need to ally with big and powerful friends; on the other hand, recognizing the limits of ally´s commitment, means Australia has to develop an independent defense capability. Australia´s struggle between dependence and self-reliance not only runs through the development of its maritime strategy, but also reflects its understanding of the regional security environment and U.S -Australia alliance.The relationship between dependence and self-reliance has gone through from being contradictory, beneficial to complementary. After half a century´s development, Australia´s self-reliance policy finally returned to the tradition of allying with the big and powerful friend, strengthening its cooperation with the U.S to maintain security, though the inherent contradictions and paradoxes are inevitable.
