China's Peaceful Development:Inherent Logic and Global Significance

The People's Republic of China always adheres to the independent path of peaceful develop-ment since its founding in 1949.China has devoted undivided attention and all-hearted efforts to seek development domestically and has engaged in maintaining world peace and in realizing common development with various countries globally,China has forged ahead down the path of peaceful development through difficulties and hardships. Experienced extensive and profound transformations in fields of thoughts,economy and society,China has increas-ingly closely connected with the world. Peaceful development is a brand-new approach that China as the largest developing country in the world exploits for global moderization process, which reflects the deep and inherent basis and logic of the Chinese civilization.This remarkable Chinese invention has epoch-making significance for encouraging various countries all ower the world to construcet human community with a shared future,which has been proved over time.
Assessment of Management Dilemmas of American Asia-Pacific Alliance

Since world War II, the Asia-pacifie Alliance System of the United States has faced a series of management dilemmas in its gradual progress,such as several changes in the strategic ob-jectives of the alliance,declining internal cohesion,decreasing leadership of the alliance, and its descending international credibility. There are several important reasons;First,China is mistakenly regarded as the strategic goal of the Asia-Pacific Alliance,resulting in the di-lemma of"taking side"for allies; Second,due to the reduced security needs of alliance members, the degree of reciprocity between the United States and its Asia-Pacific allies has decreased,giving rise to increased centrifugal force within the alliance;Third, the United States even measures the value of the Asia-Pacific alliance with money,causing serious mis-trust among allies. In addition,the alliance is also affected by the personal factors d the US president. Looking ahead, the Biden administration attaches great importance to the role of the alliance, but it is difficult to solve the persistent problems within the Asia Pacific Alli-ance.The reduced sense of trust between the United States and Europe has a negative trans-mission effect on the United States Asia-Pacific alliance. The increasing Chinese factors have increased the security costs of American allies'"Side-picking"and even eliminated the value of the United States Asia-Pacific alliance.
China-US-Russia Geostrategic Interaction and the Reconstruction of Global Maritime Order

In recent years,there have been dramatic changes in the balance of power among the maior forces of the international community represented by China,the United States and Russia. For contemporary China,compared with the relatively stable continental geopolitical environ-ment,it is crucial to promote the re-establishment of a global order for the oceans to make it more in line with the needs of the overall development of current and future international re-lations. Geopolitical issues concerning global strategic stability and power distribution are of great concem to China, the United States and Russia. Due to the structural contradiction be tween Russia and the United States,which is difficult to resolve and the imbalance of power between the two countries aggravates,the game and antagonism between the two sides will probably continue for a long time. Therefore,China should play a more active role in the in-teraction of the trilateral relations and start to promote the reconstruction of the global mari-time order as soon as possible,so as to make it commensurate with the current strength among natlions.
The Historical Evolution and the Future Challenges of Japan-U.S. Security System

After reviewing the process of U. S.-Japan Alliance from 1960-2020,we found that the purpose of furthering and improving Japan-U.S. security system by Japan and the U.S. is to provide dimensional support and strong guarantee for militaries of both countries to expand the area scope and functions of cooperation and assist in case of needl.In the course of the constant adjustment and improvement of Japan-U. S.security system,Japan's status is shift-ing and changing from the pattern of"dominance by the U. S.and subordination of Japan"to the model of"the independence of Japan" alternately. However,Jpan finally fails to real-ize its goal of being totally independent in Japan-U. S. relations and plays a limited role in the Japan-U.S. alliance,incuding the fact that the application of Japan's legal system on security is limited in various aspects. Nevertheless, it is undeniable that Japan has obtained certain achievements in developing its defense forces through enhancement of its security strengths and system by means of taking advantage of U. S. and propagandizing threats from China.In a word,the eyolution and deyelopment of Japan-U,S, security system are of im-portant research value and significance for the understanding of and response to the security environment surrounding China.
The Historical Set Pattern of"Liberal International Order";
Japan's Checks and Balances against China under the"Indo-Pacific"Framework

For Japan,which claims to be a Western country,the relative rise of China and the relative decline of the United States mean that the existing"liberal international ordler" is being chal-lenged. The national status and interests drive Japan to try its best to maintain this order, and by doing this,Japan is capable of increasing international influence."Indo-Pacific" is a framework conception of regional order that Japan came into being under this background.In terms of policy,"Indo-Pacific"declares itself to build a free and open regional order. How-ever, the exclusivity value implied in the"Indo-Pacific"leads to its"essence as selective multilateralism".After Biden came to power,Japan's"Indo-Pacific"increasingly converged with the US's"Free and Open Indo-Pacific Stralegy",and increasingly show the diplomatic intent of containing China. While having a clear awareness of this,China should strengthen communication with Japan under respecting each other and seeking common ground while re-serying differences,so as to ensure that the two countries can jointly play an acive rde in the cause of peace and development of the region and the world.
Analysis on the Change of Japan's National Strategy under
the Background of Power Transfiguration in East Asia

The perspective of grand strategy is a new angle to analyze Japan's national strategic response under the background of power transfiguration in East Asia.After World War ,Japan's na-tional strategy represented as Yoshida Doctrine has been replaced by"Positive Pacifism", under whose guidance,Japan's national strategy displays more initiatives with the diplomatic strategy guiding the regional pdlitical and economic order re-configurations,resulting in major breakthroughs in security strategy, which can't be achieved during the former conserva-tive Cabinets. Under such new circumstances as COVID-19 pandemic and American recon-struction of its union to counterbalance Chinas rise,Japanese government deeply puts the national strategy of"Positive Pacifism"into force, which coincides with American recon-struction of international order during the post-Pandemic Era. When Japan enforces its na-tional strategy,it must reach two balances. The ane is the balance in the Sino-US strategic competition,while the other balance in the Sino-Japan respectiye constraints and cooperation.The change of Japan's national strategy represents historic meaning in the per-spective of its political,diplomatic and security strategy. Therefore,the analysis of the change serves as a significant reference to know about the developmental trends of Japan's na-tional strategy and East Asian order reconfiguration.
The Moon Jae-in Government's Policy towards North Korea under the"Triple Squeeze"

After Moon Jae-in took office,the South Korean government's policy toward North Korea im-mediately changed its course, moving from confrontation to peaceful reconciliation. However, the Trump administration regards North Korea as an external threat and pursues"maximum pressure" on North Korea.Under the US military deterence and high economic pressure sanctions,although the North-South relations have achieved a formal relaxation,the Moon Jae-in administration's Noth Korea policy has been severely squeezed by the United States. As a country involved in the North Korean nuclear isue, North Korea selectively responded to the Moon Jae-in administration's North Korea policy, and used lexible diplomatic strategies to mobilize South Korea, forming a reverse shaping of the Moon Jae-in administration's North Korea policy. From an internal perspective in South Korea,in the con-text of the 2022 presidential election, the game surrounding the DPRK policy has become in-creasingly fierce,and Moon Jae-in's development df North-South relations is hamperel by in-ternal power struggles. After Biden took office, the alliance between the United States and South Korea was gradually restored. The foreign policy squeeze of the United States on the Moon Jae-in administration will be eased, but North Korea has not shown a keen interest in developing US-DPRK relations and easing North-South relations.In the future,the effective-ness of Moon Jae-ingovernment's North Korea policy is still a questionable.
