Study on the Issue of South China Sea in Recent Years

    In recent yearsthe US academic circles pay great attention to the issue of South China Sea and have done a lot of research on it.These researches focus on the analysis of China policy and behavior as well as the US countermeasures.For examplethe US scholars think that China is taking a strategy of “maritime coercion” in South China Sea; China's policy is a threat to “rule-based order”; the US should formulate a strategy of “cost-imposition” to respond to China's assertiveness.These researches not only have great influence in the academic circlesbut also are reflected in the actual policy measures of the US government.This article makes a comprehensive summarization and assessment of the US study on the South China Sea issue in recent yearsaiming to find the underlying concepts and logic in the current US South China Sea policy and behavior.

    Maritime security concerns in the South China Sea are increasing for several reasons: higher volumes of shipping trafficprotection of EEZ resourcespiracyterrorist threatsgreater international scrutiny of ports and shippingand the modernization of regional naval and coast guard forces. This article explores the contribution and limits of UNCLOS and other legal and quasi-legal instruments in tackling maritime threats. It also looks at the policy of both coastal state and user states and regional cooperation in addressing maritime security. Given the complex situation in the South China Seato achieve maritime security cooperation in this region requires that the relevant states work hard to reach consensus and build up mutual confidenceand eliminate the concern that maritime cooperation will affect the claim of sovereign right. In additionthe claimant states of the South China Sea should enhance cooperation through the international organizations in this regionsuch as IMOASEANto deepen the mutual understanding and confidenceeventually pave the way for maritime security cooperation.

 

Review and Reflection of“Dong Lang Incident”

    The outcome of “Dong Lang Incident” is a win-win situation for both China and India. It represents China's typical diplomatic value of mutual benefit and win-win approach. The incident also marks the beginning of a new round of strategic competition between China and India. China needs to double think the cause of this incident and its management process. Three points need to be highlighted. FirstlyChina fails to transfer its strategic advantage into tangible security assets and there are no effective Rules of Engagement for its border troops. SecondlyChina needs to re-construct its national security system so as to systematically deal with emergency issues among relevant agencies. And finallyChina needs to make both strategic and tactic adjustments in response to India's strategic changes.

    Since 2014 when Japan and Australia announced the establishment of the “special relationship”the security cooperation between the two countries from nontraditional security field to the field of traditional security is expanding rapidly. The development of this security relationshipdriven by multiple factors such as the U.S. Asia-Pacific policy adjustmentJapan's seeking to achieve the target of normal stateAustralia's pursuit of regional influenceand constraint by the different interests between these two countriesthe Australian domestic oppositionthe development of Sino-Australian relations. The security cooperation between the two sidesnot only causes some pressure to Chinabut also makes the regional security environment more complextherefore China needs to pay close attention and takes appropriate measures to reduce the adverse effects.

 

A Comparative Study of the Sea Power

    American Mahan and Britain Corbett were famous sea power strategists in the world. Although their ideas often coincidedthey were very different in terms of backgroundtheoretical content and influences. Their ideas were born in the late twentieth century and early nineteenth centurybut Mahan's theory was born in America which needed to be expanded overseas urgentlyand Corbett's was born in Britain which was maritime hegemony. Both attached great importance to maritime significancebut Mahan emphasized that sea power was superior to land powerand Corbett placed on relativity of sea powersea-land coordination. Both emphasized the importance of the navybut Mahan focused on the construction of an offensive fleetand Corbett advocated the construction of a balanced fleet of offensive and defensiveand explained his idea of limited war.Mahan's theory had a profound infulence on maritime situationsand Corbett's theory had an important influence on the transformation of the American Navy after the Second World War and the current  U.S.maritime strategy. A systematic comparison of their thinking can provide valuable intellectual resources for formation of sea power strategy with Chinese characteristics and for the construction of a maritime power.

    Zheng He's voyages to the western oceans was the important diplomatic activities among ancient China's peaceful communications with Asian and African countries. As one of the important diplomatic resourcesreligion has played a unique and important role in Zheng He's voyages to the western oceans. This thesis reviews the historical materials on Zheng He's voyages on the perspective of diplomatic policy analysisand concludes the “Islamic factors” in aspects of both external manifestation and internal policy preference. The external factors include visiting countriescrew members and diplomatic activitiesand the internal factors include the selection of overseas basesappointing local officials and the geopolitical games Under this influenceZheng He's voyages accelerated the process of Islamization in Southeast Asia to some extent. The “Belt and Road” initiative construction needs to attach importance to the “Islamic factors”and this thesis provides a useful reference.
