On the East Asia´s Sea Powers in Recent Years:

A Review of the Domestic Literature

  Sea power is a kind of capability or strength to control and influence the sea by a country.In recent years,with the development of international power shift and the United States Asia-Pacific rebalancing strategy,the sea power games in the East Asia become more and more intense. Domestic scholars hold that the sea power theory has changed toward a modern direct,great powers adjust their sea power strategies profoundly in the post-cold war era. At the same time,there are some such great changes as intense structural contradictions in sea power, the growing differentiation of sea power relations, and maritime security dilemma. As a result,the maritime security order in the East Asia came to be deconstructed. Domestic research shows the research on East Asia´s sea power politics with some new features of more development in accuracy and depth,while there are still some shortcomings in theory innovation and research methods.

Cybersecurity Cooperation and Its Future Trends

  With the increasing level of informationization,the Internet has been the core channel of communication between the Republic of Korea and the United States. As a direct result of this matter of fact,the operational efficacy of the Korea-US Alliance,even the US Alliance system in the Northeast Asia,will be determined much by cybersecurity where the two nations share common interests.The cybersecurity cooperation between the Republic of Korea and the United States started from international platforms,then to the military domain, and finally reached the level of “whole-of-nation”. Today,the cybersecurity cooperation between the two countries concentrates on the exchange and R&D of technologies,puts emphasis on the talent cultivation,and displays the feature of fierce military confrontation. In the future,the cooperation will be confronted with many difficulties,but overall,the development momentum will stay unchanged. It is highly possible that the cybersecurity cooperation will be in a more important, even a dominant position in the Korea-US Alliance.

——A Critical Analysis in the Context of

Sino-American Strategic Rivalry

  Among the maritime zones established by the United Nations Convention on the Law of the Sea (UNCLOS),the Exclusive Economic Zone (EEZ)is commonly accepted as being the most challenging. This is mainly due to the fact that it is a sui generis zone. This issue,however,became of central importance during the 2000s,when the strategic rivalry between China and the United States became more and more evident and found at sea a fertile ground to crystallize and develop. As a result,this issue not only caused a series of well-known incidents at sea between Chinese authorities and American warships or aircrafts,but also led to a world-scale American academic campaign willing to establish the American views on the right to conduct activities of military interest in the EEZ. However,for reasons of scientific objectivity,the author considers that all State actors shall be put on the same starting point when it comes to the academic analysis of their views. In this perspective,the aim of this paper is to present a critical approach of the American perception regarding the status of the EEZ and particularly the right to conduct activities of military interest in foreign EEZs.

 

Behavioral Interactions between China andU.S. in the South China Sea

  Since 1970s,the South China Sea issue has begun to emerge. The South China Sea issue involves China,Vietnam,Philippines,Malaysia and the area of Taiwan Their contradictions concentrated on the Nansha Islands waters sovereignty and maritime disputes. The United States is not the party of the South China Sea disputes,but it has become the extraterritorial power that intervened in the South China Sea issue.The US involvement in the South China Sea is a historical process,since Obama government implemented the Asia Pacific rebalancing strategy, the South China Sea has become the focus area of the strategic return to Southeast Asia.In reality,the disputes among China and other parties of the South China Sea issue have become the contest between China and the United States. This paper firstly reviews the policy position of China in the South China Sea,and the intervention of the United States in the South China Sea, in order to investigate the behaviors of the two countries in the South China Sea. Behavior is the starting point of the sociology research,and the behavior interaction between countries is an important point in the research of international relations. In sociology,the complete action elements include the subject,the object and the intermediary. From the sociological behavior perspective,the interactive behavior between U.S. and China in the South China Sea should be assumed to be a collection of behaviors,the two countries are the main behavior subjects and behavior objects,and the South China Sea or the countries of South China Sea issue are behavior intermediaries.According to this,the interactive behavior of China and the United States in the South China Sea can be divided into three types. From these three types of behavior interaction, it shows the differences between the two countries,as well as the interaction path in reality between the two countries. This perspective can help us carry out specific observation of the differences and the common interests between China and U.S. in the South China Sea area. In addition,the paper reminds that both China and U.S. should handle differences from the overall situation of Sino-US relations.

 

 

Rethinking of China´s Participation in the Arctic Affairs

——Based on A New Analysis Framework

  In recent years,the Arctic affairs has become a new issue of global governance, China´s participation in the Arctic affairs is also growing.According to the change of circumstances and adjustment of policy and practice,the process of China´s participation in the Arctic affairs can be divided into dormant period,preparation period,preliminary participation period and full participation period.The policy and practice of China´s participation in the Arctic affairs is influenced by certain circumstances,which can be inducted as the internal factors such as the willingness and ability of participation,and the external factors such as the demand and channel of participation.These four factors can combine different situation according to the degree of size,which constitutes an analytical framework to understand China´s participation in the Arctic affairs. The framework also contributes to analyze China´s participation in other international affairs,and is an attempt to study the relationship between China and the world.

 

 

Defective Bilateral Relations Theory and Comparative

Malaysia Relations with the South China Sea Disputes

  Bilateral relations is the important behavior pattern of states´ interactions in the international relations and especially the bilateral relations with territorial sovereignty disputes could be specified as Defective Bilateral Relations(DBR)which can be analyzed in two distinct approaches in accordance with the differences of logic evolution and theoretical preference. One approach is based on the defectiveness which could be clarified by the nature and degree of defectiveness in the bilateral relations. Defectiveness Index System(DIS),permutation and combination of different nature and degree of defectiveness, determines level of defectiveness of DBR and then status of DBR.The other approach is bilateral-relations-oriented in which the actors´ internal and external resources shape DBR´s Circumstance Structure(DCS)that determines the type and transition of DBR. The initiative of exploring mechanism of DBR´s diversities in the way of comparative analysis will be conductive to understand the logic of state-to-state interactions and the development of national foreign policy. Just because of different DIS and DCS,the China-Philippines relations and China-Malaysia relations with the South China Sea disputes present different characteristics in the terms of logic and pattern.

Based on the situation,African countries raised “Comprehensive Africa Agriculture Development Programme” (CAADP)in order to eliminate hunger and poverty by agriculture development Under the framework of Africa´s agricultural strategy,China should put the issue of Africa´s food security in the important position in the field of agricultural cooperation,and try to improve its agricultural development capability and food security ability by helping African countries enhance the level of agricultural technology.
