  During the presidency of Ma Ying-Jeou from 2008 so far,he have insisted that China has sovereignty over South China Sea and proposed South China Sea Peace Initiative;besides,he also advanced the maintenance of steady and peaceful cross-Straits relations Although the mainland has kept calling for the joint efforts of both sides to maintain the sovereignty over South China Sea,the progress is tiny The situation may have changed in 2016 if the Democratic Progressive Party has the presidency The reason is that inside the Party,some hold the opinion that China should give up the U-shape Line as well as Itu Aba Island It is still unclear whether the opinion will be prevailing in 2016 after the Democratic Progressive Party has the presidency Once it became the majority view,efforts made before would be meaningless,and would have great effects on the future cross-Straits relations

  Freedom of the seas,which includes some freedoms defined by UNCLOS and the right of neutral ships to trade during the war,is one of the principles of the Modern Marine order Throughout the history of the ocean politics,four parts came into the process of improving freedom of the seas:bringing up principles on freedom of the seas,defining boundary of the freedom of the seas,denying privateers and pirates and improving freedom of the seas at war time Freedom of the seas in peacetime has usually been distorted and utilized,while freedom of the seas in wartime is often subjected to misinterpretation and fading out after the World War II Historically,maritime powers have played a major role in completing the process of freedom of the seas Specifically,when power struggle does not result in power transition,it will lead maritime superpower to correct the extant system,or improve the system by denying naval powers’misconducts As a result of power transition,the hegemony transition between maritime powers will constantly promote the reasonable parts of freedom of seas to be introduced,accumulated and solidified

 

Acquiescence in the Settlement of Territorial Disputes

  When it comes to the settlement of territorial disputes,international tribunals not only take the claim of the Parties into consideration,but also the response to such claims Faced with the competing claim from another State,the State possessing or asserting sovereignty shows no protest or keeps silent,under this circumstance,acquiescence is formed As for the question whether a State acquiesces in such claim,it must be satisfied with the following three requirements:firstly,the State knows or should be aware of the existence of a competing claim;secondly,the State should possess the ability to make responses and shall react in order to maintain its title;thirdly,the State keeps silent or makes no response within reasonable period of time Acquiescence is not an independent legal title for the attribution of territorial sovereignty Nevertheless,it can support and strengthen the conclusion reached upon other legal basis In exceptional cases,the acquiescence of one State in activities à titre de souverain conducted by another State may cause the transfer of sovereignty However,the determining factor of such transfer lies in finding out whether the Parties have reached a new agreement by their conduct

  This paper seeks to capture the domestic debate over China’s activities in the Indian Ocean The paper first looks at how India perceives the Indian Ocean Region (IOR) and how China perceives the IOR This is crucial to understand how the Indian Ocean is framed in the public conscience in India This is followed by looking at the debates over China in the Indian Parliament specifically focused on the debates and questions raised by various Members of Parliament (MPs) and the response of the government The next section will analyze the largest circulated newspaper in English,The Times of India,during the last few years to discern any domestic discourse in the public sphere The paper will conclude by looking at domestic discourse created by think tanks and research organizations which pay close attention to China

  The international system established by the Washington Conference in 1921-22 embodied a common endeavor to build up an international structure of collective security in the Far East or Asia-Pacific region It is the first time that Japan participated in an international system as one of the major powers However,in 1934,Japan withdrew from the treaties it had signed in Washington and caused the Washington System to collapse eventually in 1936The Imperial Japanese Navy had an essential influence on Japanese national strategy and diplomatic approach,especially on the attitude and policy towards the Washington System This article discussed the background and process of Japan’s joining the Washington System,highlighted the conflicts about perception on international affairs,strategic goal and decision-making mechanism between the Imperial Japanese Navy and the requirement of the Washington System,and retrospect the controversy centered around the Washington System between the civilian government and the navy Such a historical research would provide a few lessons for the Chinese naval development today
