China and Africa: An Initial Analysis of the Involvement of China’s State-owned Enterprises in the Construction of the Three Grand Networks in Africa

China’s cooperation with Africa in constructing the three grand networks in Africa not only reflects China’s economic and trade policies towards Africa, but also meets the needs of the social and economic development in Africa. The active participation of the Chinese state-owned enterprises in such projects on the bases of their advantages not only imply their needs of internationalization, but also facilitates the state-owned capital to make contributions to China’s external economic and trade strategy. This paper, based on the facts of China’s investment and achievements in the construction of communication infrastructure in Africa as well as the reality of African planning and construction of communication networks, has meticulously analyzed the major concerns of the five sub-regions in Africa and talked about the significance of Chinese state-owned enterprises’ participation in the construction of the three grand networks in Africa as well as the governing principles and possible routes.

 

The Development of African Service Sector and Sino-African Cooperation in Such a Sector

Although the overall social and economic development level in Africa is very low, its development space is huge, as it is shown in the development of African service sector and the opportunities for Sino-African cooperation. This writer believes that African service sector which accounts for half of African economic aggregate plays an important role in promoting economic growth, employment and international balance of payment. Low as the development of African service sector may be, it has great space for development. Against such a backdrop, Sino-African cooperation in service sector in recent years is sound and healthy, which may have a bright future. In order to promote such cooperation, it is suggested that more investment be put into research, the mechanism of discussion and exchanges be established, the “Going Out” pace of the Chinese enterprises be accelerated, the “incubating” functions of Sino-African economic and trade cooperation zones be strengthened and more policies of multilateral cooperation be applied.

 

Chinese in Angola: Not Only for Oil ---- A Case Study of China-Angola Agricultural Cooperation

With 2008 as a watershed, China-Angola agricultural cooperation can be divided into two phases, with the former emphasizing the construction of agricultural infrastructure and the latter introducing big comprehensive farming projects. Chinese farming projects in Angola are not intended for China’s food security, but for increasing Angola’s grain output, training Angola’s agro-technicians, promoting local employment, and helping Angolan government achieve food sufficiency and abandon the economic growth model of depending on oil and diamond. Angola, 12 years after the end of its civil war, is actively and self-confidently pursuing diversified diplomacy and economy. Agricultural cooperation between China and Angola may help correct the one-sided impression that China-Angola cooperation only dwells on oil, raise China’s soft power and improve China’s image in Angola, and add more weight to China for her political and economic gaming with the West in Angola.

The big powers of the world have focused on Asia as they attach great importance to Asia’s important strategic position and its vigorous economic development. As a member of the big Asian family, China’s focus of external strategy should be placed on Asia. What is different is that the re-balancing strategy of the US towards Asia has military as its axis, while China’s diplomacy towards her neighbors underlines “management” so as to set up a new model in which China and her neighbors open to one another and consistently upgrade the level of their openness to each other. The overall reasoning and planning of China’s management of the relations with her neighbors have become clearer, as shown in the grand diplomatic strategy of “Silk Road on the Sea”, with which China intends to develop friendship and partnership with her neighbors, keep good neighborly relations with her neighbors and extend the benefits of her development to her neighbors.

 

An Analysis of the Constraining Factors on the Greater Mekong Sub-regional Cooperation

Although Six years have elapsed since the opening up of the Kunming-Bangkok Channel in 2008, there are still problems of inefficiency, relating to politics, economy and culture, which are the major factors impeding the overall development of the Greater Mekong sub-regional cooperation. The lack of political mutual trust has basically limited the development scope of the channel, the differences in the economic development levels and the missing of bilateral treaties of free trade between the nations along the channel have made the Kunming-Bangkok Channel premature, and the inefficient cultural exchanges and identity have further made the GMS nations distrust and on alert against China, all of which have seriously checked the development of the Kunming-Bangkok Channel.

The policy trends of India’s Modi new government towards China has been the focus of concern of various circles. During the national election, Modi’s outlook on India-China relationship reflected some new changes within India in recent years: both the policy makers and public opinion have come closer to a new consensus, which strongly advocates a tough policy on China. This paper intends to analyze the policy trends of India’s Modi new government towards China and the potential challenges the above-mentioned change has posed to China-India relationship from the perspective of the policy debate during the national election, India’s established position on issues concerning border disputes and maritime rights, and various measures India has adopted to deepen its Eastwards policy. Since Modi came to office, China has been actively taking steps to resolve the differences and making consistent efforts to ensure regional security.

 

A Review and Analysis of the Fast Improving Greek-Turkey Relationship

Since the “unexpected thaw” in Greek-Turkey relationship in the late 1990s, political interactions between the two countries have increased, their economic and trade relations have become closer, and their traditional cognition on threats has weakened. That Greek and Turkey were able to bury the hatchet in such a short time has reflected not only the brand new cognition of the Turkish leadership on Turkey’s multiple identities, but also the conjunction of interests of both sides, which was made possible by the great butterfly effects brought about by the earthquakes suffered by both countries in 1999. Nonetheless, in order to achieve complete breakthrough, both countries should completely abandon their historical burdens, convert their views on security, go gradually from “low political issues” to “high political issues”, combine flexibility with principles, and follow the principle of keeping an effective balance between main body nationalism and state nationalism and check their over extensions.

 

The Origin and Development of the Tuareg Issue

The Tuareg issue is the historical product of Northwestern Africa. Their ethnic identity established before the colonial times was forcefully shattered by the colonial rule, which resulted in their rebellions. In the post colonial era, the Tuaregs have been divided in different African countries and much marginalized socially, which has brought about sixty years’ resistance and conflicts. Especially since the onset of the 21st century, the combination of ethnic appeals for various rights and terrorism has made the Tuareg issue more complex and assume international influence. Currently, though the issue has been pressed down by French military intervention, the crux of the issue is far from resolved. In the future, how the governments of Northwestern African countries respond to the political as well as economic appeals of the Tuaregs and incorporate their appeals into their national development programs will be the key to resolve the Tuareg issue.

Currently, as the wave of globalization is sweeping across the world, Russia, which is in its transition period, is confronted with two challenges: on the one hand, it should actively participate in the globalization process, while on the other, it should safeguard its national identity. Russia is a multinational state, where the issue of national identity has profound historical reasons. After the disintegration of the USSR, the Russians in the transitional period experienced the painful process of self-inspection and cannot avoid the issue of national identity. At the same time, the Russian government, faced with the increasingly serious issue of national identity, has taken a series of steps to resolve the issue and construct a new nation-state identity.

In recent years, The “Red Shirts” and the “Yellow Shirts” have been locked in political struggle of various forms for national political power in Thailand, as populism in Thailand’s politics continues to grow. The paper, starting with frequent political battles between the “Red Shirts” and the “Yellow Shirts”, seeks to reveal the expression of populism in Thailand’s politics, analyze the causes of the birth of political populism in Thailand and the harms it has made to Thailand’s social and political development.
