Retrospect and Prospect of the Regional Situation in South Asia in 2012

  In 2012, some South Asian nations were caught in turmoil, with contradictions between governments and the broad masses deteriorating; the economic development of big states in the region was hampered against the backdrop of the global financial crisis, while the one of small states was less affected; although the trend of the countries in the region seeking balanced and plural diplomacy became more prominent, their relations with China continued to improve and China’s influence in the region grew steadily; the regional security situation was troublesome, with terrorist incidents frequently occurring. In 2013, the security issue will become more prominent with NATO stepping up its withdrawal from Afghanistan, but the economy is expected to revive.

 

 

The Dilemma and Way-out of the China-US Relation against the Background of the Power Shift

  Currently, the American power is relatively weakening while China’s international influence is relatively increasing, which has given rise to the discussion on a large scale of whether such a power shift between the US and China would lead the two countries to conflict and even to war. As the force that safeguards the stability of today’s world, the China-US relation itself is affected by some instable factors. If such factors are not immediately addressed, they will continue to ferment in a long run, thus jeopardizing the general manageable trend of development of their bilateral relations. Only when the two countries respect each other’s core interest and build up mutual trust, could they avoid falling into the “power shift” trap and successfully construct a new type of big power relationship of “peace and accommodation”.

  Big power diplomacy is an important link in China’s foreign policy, with the China-US relation the most important in China’s big power diplomacy. Such a relationship has been given more significance in the new century not only in regard to the two countries, but to the whole world. A study of China’s diplomatic thought on the US will reveal a great deal for the stable development of their relationship in the future.

 

 

A General Review of the New Development of Security Challenges to China in Northeast Asia

  In 2012, as a series of new developments of security situation emerged in Northeast Asia, China’s security interest in the region was faced with real threats and challenges of various kinds. The “rebalancing” strategy pursued by the US in the Asian-Pacific region was the basic security challenge China faced in Northeast Asia and the Diaoyu Islands dispute posed a direct security challenge to China in the region, while the deteriorating situation in Korean Peninsular was an indirect security challenge that China faced. Confronted with the complicated security challenges in Northeast Asia, China should take an active approach to dissolve the risks and keep her neighborhood stable.

 

 

The Come-back of the US to the Asian-Pacific Region and China’s Security Environment: From a Perspective of the “deterrence theory”

  Since Obama taking office, the US has taken a strategic contraction in the Middle East and a high note come-back to the Asian-Pacific region to achieve its so-called strategic rebalancing. The main purpose of the US is to respond to China’s rise and take deterrence as an aggressive military pressure on China to ensure that China would not challenge the US dominance in the region. This paper, from a perspective of the deterrence theory, studies the effectiveness of the US military deterrence on China in the areas of real power, determination and communication and also discusses the specific counter deterrence thought of China on global, regional and state levels.

   Of late, the Gulf of Guinea in West Africa is infested with pirate activities, which seriously threaten the safety of maritime traffic in the region. This paper dwells on the situation and features of the pirate activities as well as the causes and influence. Based on this analysis, the author puts forward the counter measures from the perspective of the states in the region, international community and China.

 

 

China’s Construction of Cultural Soft-power towards the Arab States: Inadequacy and its Resolution

  Against the backdrop of the accelerated transformation of the international pattern and drastic changes in the Arab states, the development of the China-Arab relationship is generally good, but there are many complicated and sensitive issues waiting to be resolved. China should attach more importance to the role of soft-power, actively engage in public diplomacy and cultural exchanges to ensure the sustained and healthy development of the China-Arab relationship. In view of the lack of effective platforms for cultural communication and the differences between China’s supply of cultural products and the demand of the Arab receivers, China’s construction of cultural soft-power to the Arab states is inadequate. China should pay more attention to the spread of her modern culture and the study of the Arab receivers so as to satisfy their needs.
