Since the beginning of the 21st century, Japanese government, in order to have secured supply of oil and gas, has used various means to establish strategic partnership with Vietnam and actively involved in the South China Sea dispute. Nonetheless, its involvement in the dispute will be influenced and constrained by some factor.
India-Saudi Arabia Relationship in the Beginning of the 21st Century and its Impact on China

Since the beginning of the 21st century, the relation between India and Saudi Arabia has developed very fast, resulted from their mutual economic complement and common need of non-traditional security in the Indian Ocean. But differences in religious belief, security interest considerations and the influence of big powers outside the region have determined that they can not form an “unbreakable” partnership in military and strategic areas. The development of India-Saudi Arabia relationship will pose a potential challenge to China’s energy security and strategic interest.
India-Russia Relationship in the Post Cold War Era

The reason why they have developed such a close relationship is because they do not have major conflict in their interest and need each other in international arena.
